关税60%降至30%、50美元内清零，巴西跨境小包迎减税窗口

<div class="ce-paragraph cdx-block ce-paragraph--left"> 巴西参议院全体会议于当地时间9月3日表决通过临时法案MP 1357/2026，拟调整跨境网购商品进口征税规则，下一步将提交总统卢拉签署生效后实施：50美元（约260雷亚尔）及以下国际网购包裹进口关税拟降至0%，50至3000美元区间关税由60%下调至30%，同时取消女式衬衫专项征税。低值包裹税负下探将直接压低海外商品入巴成本，跨境小包、专线、尾程及仓配业务有望承接新一轮需求释放，50美元以下低客单价商品的价格优势将被进一步放大；但免税不等于放松监管，法案同步赋予财政部及联邦税务部门更大权限，加强对平台合规监督并重点打击拆分订单、低报货值等避税行为，卖家与物流企业在抢市场的同时须把申报与清关合规同步拉齐。该调整仍待卢拉签字公布，落地后巴西跨境小包体量及清关节奏变化，需结合后续执行细则观察，布局拉美市场的跨境方宜提前重算报价与税务方案。</div>
